The Mission of the Hawaii County Workforce Investment Board (HCWIB) is to promote the development of a highly competent and productive workforce by coordinating the efforts of educational institutions, labor, businesses, economic development organizations government agencies, and the entire community in order to sustain a strong Big Island economy and lifestyle.

The Board's vision is for a highly skilled and competent workforce that contributes to a strong and growing economy on the Big Island.

Members are appointed by the Mayor to help set local area policies which include: the development of a local area plan; selection of a One-Stop Operator; negotiation of local performance measures; coordination of activities with economic development strategies and promotion of private sector involvement in the workforce investment system. It serves the citizens and communities of the County of Hawaii and is comprised of local business; education; labor; community; government and economic development leaders.
